Concrete in a Town That Knows Floods

Conklin, a town of 5,008 people at the 2020 census, has the Susquehanna River as its eastern boundary and Pennsylvania along its south, and few places in Broome County have been hit harder by high water. That history shapes how concrete contractors should work here. We pour and replace driveways, patios, garage and shed slabs, sidewalks and steps, and we repair or replace slabs that have cracked or sunk, with drainage and flood rules planned in from the first visit.

2006 and 2011

Wikipedia describes the June 2006 flood, part of that year's Mid-Atlantic flooding, as isolating the town center, requiring hundreds of airlifts and destroying hundreds of homes and businesses. Tropical Storm Lee brought a second major flood in September 2011. The National Weather Service gauge at Conklin, where flood stage is 12 feet, recorded its highest crest at 25.02 feet on June 28, 2006, and its second highest at 23.94 feet on September 8, 2011.

Many Conklin homes were repaired or rebuilt after those floods, and a lot of exterior concrete was patched in a hurry. Today we often find patios and walks that were set back down on a damaged base, driveways with cracks running along an old washout, and garage floors that settled unevenly.

Floodplain rules for paving

The Town of Conklin's Flood Damage Prevention law defines development as any man-made change to improved or unimproved real estate, and it names filling and paving among the activities covered. Section 76-12 says a development permit must be obtained before construction or any other development in an area of special flood hazard.

If your property is in a mapped flood zone, a new driveway, patio or slab may need that permit. We look up your lot, check the requirements with the town, and plan the work so it does not add fill that changes how water moves across the property. Outside the mapped zone, we still grade every slab so water leaves it quickly.

Hamlets and roads

Wikipedia lists five hamlets: Conklin by the river on NY 7, Conklin Center north of it, Conklin Station (once called Milburn), Corbettsville in the south, and Conklin Forks in the west at County Roads 8 and 141. NY 7 splits from NY 7A near Corbettsville, and the Conklin-Kirkwood Bridge connects to I-81 Exit 1. Snake Creek, where early settlers built, runs through the west side of town.

Homes along NY 7 often sit on low, flat river terraces. Properties toward Conklin Forks are more rural and hilly, with longer drives and outbuildings that need slabs.

Town history

The town was established in 1824 from the town of Chenango and named for Nicholas Conklin. The Alpheus Corby house, built in 1900 and known as The Castle, now serves as the Conklin Town Hall and was listed on the National Register in 2006.

Timing a pour after high water

If your lot took on water recently, we wait until the ground has drained and firmed up before excavating, because compacting saturated soil just traps the problem under the new slab. Spring and fall pours along NY 7 are scheduled around river levels and forecast rain, and we let you know if conditions mean pushing the date back a few days.

Conklin Questions

Do I need a permit to pour a driveway in a Conklin flood zone?

The town's Flood Damage Prevention law requires a development permit before paving or filling in a special flood hazard area. We check your lot and the town's requirements before scheduling.

My patio was reset after the 2006 flood and is cracking again. Why?

If the base was damaged and not rebuilt, the slab has nothing solid under it. A lasting repair means removing the slab, rebuilding a compacted stone base and pouring new concrete.

Do you work out toward Conklin Forks and Corbettsville?

Yes, across the whole town, including rural properties that need outbuilding slabs or aprons.
