Concrete Across the Town of Union

The Town of Union is the largest town in Broome County by population, with 56,161 residents at the 2020 census on about 36 square miles, so concrete contractors working here see every kind of property. The town includes the villages of Endicott and Johnson City and the hamlets of Choconut Center, Endwell, Union Center, West Corners, Westover and West Endicott. We pour and replace driveways, patios, stamped concrete, sidewalks and steps, and garage or shed slabs, and we repair concrete that has cracked, sunk or heaved.

An old town with a postwar peak

Union was established in 1791, while the area was still part of Tioga County and before Broome County existed. Several later towns were carved out of it: Owego in 1800, Lisle in 1801, Greene in 1808, Vestal in 1823 and Maine in 1848. Its population peaked at 64,490 in 1970, at the height of the IBM and Endicott Johnson era, and the 2000 census counted 26,507 housing units.

The result is a town where much of the housing went up between the 1940s and the 1970s. Concrete from that period has reached the age where replacing it is often smarter than another round of patching. Driveways tend to show settled panels by the garage, cracked aprons at the road and surface scaling from decades of salt.

Valley floor and northern hills

Union lies on the north side of the Susquehanna, west of Binghamton, and the town rises from the river valley to hills around Union Center and Choconut Center, with an elevation around 981 feet. NY Route 26 and Route 38B meet near Union Center, and Tri-Cities Airport sits in the town's southwest corner.

Down near the river, the ground tends to be flat and gravelly, and the main job is getting water off the slab. Up in the hills, driveways get longer and steeper, and runoff picks up speed. We plan pitch, joint layout and finish around the slope, and we look at where water will leave the slab before we set forms.

Permits in the Town of Union

For the hamlets outside the two villages, permits come from the Town of Union Code Enforcement office. Its building permit page says the town requires a permit for any new structure, an addition or structural alterations, and it lists several exemptions. Driveways and concrete pads not intended to have a structure on them are both on the exempt list, along with fences, gutters and storm windows.

In practice, that means a driveway replacement or a plain patio usually needs no building permit in the town, while a slab for a new garage or a large shed is part of a structure and does. The page also asks residents to call UDig NY at least two full working days before digging, which we do for every job. Endicott and Johnson City are villages with their own codes, so we check those separately.

Union Questions

Does the Town of Union require a permit for a new patio?

The town's permit page lists concrete pads that will not hold a structure as exempt from a building permit. If the patio will support a roof, sunroom or other structure, it needs a permit, and we help you sort that out.

I live in Endicott or Johnson City. Do the same rules apply?

Not necessarily. Both are villages with their own codes and offices, so we check the village rules for those addresses.

How long before I can drive on a new driveway?

Foot traffic is usually fine after a day or so, and cars after about a week, depending on weather. We give you specific timing for your pour.
